JPG and PNG are embedded directly and WebP is converted to PNG first. Images smaller than the page area keep their size and are never enlarged.

Each image pixel is placed as 1 point (1/72 inch) until it must be scaled down to fit.
- Click the upload area or drag and drop your JPG, PNG, or WebP image files onto it.
- Reorder the images with the up and down arrow buttons next to each thumbnail.
- Select a page size (A4, Letter, Legal, or Auto to match each image) and, for the standard sizes, an orientation (portrait or landscape).
- Set the page margin from 0 to 1 inch - images are scaled down to fit inside it without stretching.
- Click "Generate PDF" to generate the document with each image on its own page.
- Download the resulting PDF file containing all your images in the order you arranged them.
Turning Photos and Scans Into One PDF
Images to PDF puts your JPG, PNG and WebP images into a single PDF, one image per page. Add the images, arrange them with the arrow buttons, pick a page size, and click Generate PDF.
It is a quick way to send receipts as one file, turn phone photos of a document into a PDF, or bundle a portfolio. Each image can be up to 20 MB, and there is no set limit on how many you add.
You can choose A4, US Letter, US Legal or Auto. With a standard size, pick portrait or landscape for every page, and set a margin from 0 to 1 inch (the default is 0.5 inch). Each image is centered and scaled down to fit inside the margins without stretching. Small images are never enlarged. Each pixel is placed as one point, which is 1/72 of an inch, so a 400 x 300 pixel image covers about 5.6 x 4.2 inches. Auto makes each page the size of its image plus the margin. With Auto and no margin, the image fills its page edge to edge.
Image quality is kept. JPG and PNG files go into the PDF as they are, with no re-compression. WebP images are converted to PNG first, which can make them larger. To keep the PDF small, shrink big photos first with the Image Compressor.
Everything runs in your browser with pdf-lib, and the images are never uploaded. To add pages to an existing PDF, create this file and join them with PDF Merge.
